Philadelphia Department of Prisons personal mail is scanned and delivered electronically on tablets.
All ordinary personal letters, photos and drawings must go to the Philadelphia IPCS scanning address in Phoenix, Maryland. Personal mail sent directly to a PDP facility will be returned.
Personal letters must be on plain white paper in a plain white envelope and written in pen or pencil. Photos must be 5 x 7 inches or smaller and cannot show nudity, weapons, money or drug use. Packages are not allowed.
Legal/professional mail, publications, money orders and certified checks use the person's actual Philadelphia facility address and must include the person's PPN number.
